So I was doing some editing over on the Green Ember wiki, and the subject of councils at the various citadels came up. It occurred to me that we actually know rather little about most of them.
Blackstone Citadel's Lord's Council is undoubtedly the most detailed in the series so far, being a major plot element in The Archer's Cup. The group includes all three Blackstone Keymasters, consisting of the citadel's lord, hospital matron, and a third member whose selection seems a bit more...random. We don't know what the late Stovall Gaines' role in the citadel was, Lokson was the newly returned son of the last citadel lord, and it was apparently perfectly acceptable for Jo to be appointed despite having pretty much zero connection to Blackstone. Ultimately the role went to Lead Captain Truff, who had been part of the council already as Ronan's deputy.
Cloud Mountain is stated to have a council, but we never saw them in action. Lord Rake claimed that he answered to them, but we never saw him do any answering or acting like he was accountable to anyone for his decisions. The council seems to have commanded even less respect outside Cloud Mountain, with Lord Ramnor straight up telling Rake that the other citadels could take Wilfred and his companions by force in spite of any opposition from Rake and the council.
Halfwind's situation is a bit vague. The time or two Lord Ramnor seemed to be in any sort of conference or indicate that he had been, it was only with officers of his army. Prester Kell, as master votary, could call for an assembly in Leaper's Hall, but it's unclear how much say he or any other votaries had in the actual running of the citadel.
Harbone seems to have a well established council in Ember Rising, with both civilian and military representation. It also seems to be rather larger/more inclusive than the other known councils, given the presence of Emerson. Of course, the only sessions of the council we see are under the unusual circumstances of Helmer and Picket being present, so perhaps things are a bit different.
Vandalia, Kingston, and Chelmsford aren't even known to HAVE councils. To be fair, we only got one scene at Vandalia and never visited the other two at all. Hopefully Sam rectifies that in some future work or another, and we can get a look at their councils-you know, assuming they have them. If not, then hopefully we figure out what they've got instead.
