So you're probably wondering what that title is referring to. Well, it's meant to be a reference to the meeting of surviving lords and other trusted counselors of the Natalian royal family in the wake of King Jupiter's death and the afterterrors. This event is mentioned a couple of times over the course of the series, and is significant, I think, in ways that even the series did not touch upon. Namely, I think that attendance at this meeting or failure to take part in it may have influenced the leadership of the Cause for years to come. I think the rabbits involved-or not involved-can be divided into three categories.
Definitely Attended
Now, there are certain characters that we know for a fact were present at this council. These notably include Lady Glen, the widowed queen, and presumably young Smalden and Emma in her care. Wilfred Longtreader and Lord Rake, the rabbits who took up the guardianship of these young heirs, were doubtless also present. Maggie Weaver, whose presence was the tail end of "an odd story" according to herself, was also present. It was, after all, here that she proposed sending Emma into hiding as Lord Rake's adopted daughter, thus earning for herself the deserved-though undesired-epithet of O'Sage.
Most Likely Attended (or were briefed afterwards)
Assuming that every surviving, faithful lord was present, Lord Victor Blackstar seems likely to have been in attendance. The only reason this might be doubtful is due to his stewardship over Kingston, a great distance from First Warren and, no doubt, whatever location hosted the meeting...unless it was held at Kingston. Lord Ramnor seems like another very likely attendee, as he never demonstrated any hostility towards Wilfred that I noticed. However, due to the secretive nature of said council, he was presumably unable or unwilling to pass many-if any-details along to his rabbits. As such, Captain Frye, other Halfwind officers, and most of the citadel's residents deemed Wilfred and his family to be traitors.
Though not confirmed, I would also imagine that Lords Booker, Felson, Hews, and Lokken were present. Booker, of course, was trusted enough by Jupiter to be present when Smalls received the Green Ember. Felson is a bit more uncertain, as we really know next to nothing about him. Still, he seems to have accepted Smalls and later Emma as heirs quite readily and been quick to pledge his citadel's forces to them, so I would guess he was either at this council or briefed by his predecessor as lord of Chelmsford.
Hews and Lokken, who were presumably lords of Harbone and Blackstone, respectively, at this point in time, seem like they would have attended. I'm guessing Hews told Hewson about Smalls and possibly Emma, and that it was only the ignorant majority of most of Harbone that suspected Wilfred prior to Smalls revealing himself. I could also see Lokken maybe telling Lokson before his death, though perhaps Lokson was so young that Lokken kept it back from him. Finally, I would guess that Helmer was also most likely present, if reluctantly, as the last Lord Captain.
Didn't Attend (or don't seem likely to have been there)
Now, obviously, if there's one later citadel lord we KNOW was not in attendance at this council, it would be Ronan. Most likely he would have been a soldier, perhaps having attained the rank of Lead Captain of Blackstone. However, not being present here, he would not be aware of Wilfred's trustworthiness or the true identities of Smalls and Emma. Presumably, Lord Lokken would have told him had he not apparently declined rather rapidly.
Well, I suppose the future Lord Morgan would also not have been present, since he was probably just a wee buck himself at the time. If there's anyone else who could potentially have attended but whom we don't know or have much reason to think they did, Whittle and Sween Longtreader come to mind. They were obviously trusted by Lady Glen and others, but seem to have gone into hiding fairly quickly following the afterterrors and not left Nick Hollow until they were abducted.

Wasn't Ramnor advocating for Wilfred to go on trial in the first book? I could be wrong, it's been a long time since I read any of the books, but I think I remember Ramnor being a little shouty.
