So the rabbits of Whitson’s line are implied to have had a navy for a considerable period of time. This group first formed out of sheer necessity as part of the flight from Golden Coast. Later, they were essentially resurrected during the exploration of Ayman Lake and during the ensuing journey from ruined Seddleton to the Great Wood. According to Ember Rising the organization was still in service during the reign of King Jupiter, but we have no word on the organization in the War for All Natalia. Question is, what happened to them?
This question probably has multiple answers. As with the army, it seems likely that a good number of sailors were lost after the fall of King Jupiter and the ensuing years of terror. Indeed, unless things had changed drastically since the Battle of Ayman Lake, the navy was undoubtedly decimated when the Lords of Prey came upon them in force. With the great emphasis on hiding in the years after Jupiter’s death, there presumably was little sense in maintaining a naval presence, especially when the largest bodies of water like Black Lake were deemed unsafe.
I think that the most likely place for many naval personnel, both sailors and construction staff, to have ended up is in the service-willing or unwilling-of the Lords of Prey. This seems the most likely source for the Wolf ships in Ember’s End. Moreover, it would serve to explain not only how the Seventh District were able to build a fleet of ships, but also sail them skillfully.
Can't disagree, but I would think that some maritime and naval presence would remain. I do think that the rabbit's navy was virtually destroyed, and many would have been killed and captured, however many would still escape, around which a small number of military vessels could be constructed as well as civilian ships. I would be very surprised if the rabbits did not continue build ships and other vessels for transport and trade, as water transport was the quickest and cheapest form of transportation and also could carry far more goods and travel much further than then anything on land before the advent of railroads in the 1800s. To protect this trade you would need some form of naval presence as protection, even if it was not large enough to challenge the rabbit's enemies for naval supremacy.
